Installation Advisory Committee (IAC)
23 January 2025 @ 3:30 pm
Spangdahlem Elementary School: Conference Room
PURPOSE. In accordance with the authority in DoD Directive 5124.01 and DoD Instruction 1342.15to prescribe procedures regarding School Advisory Committee (SACs), Installation Advisory Committee (IAC) and Dependents Education Council (DEC) for the overseas school system operated by the Department of Defense Education Activity (DoDEA).

a. MOU’s: rally point-Biggs field,
i. MOU is with DoDEA (reunification at the community commons)
ii. Teresa Moon shared current status of MOUs from DoDEA’s side
b. Update on traffic (Marty Labs)
i. LT. CL. Bremmer and the safety office did a wonderful job with signs and has been a flawless transition
c. Biggs field
i. issue with field flooding, safety hazards
ii. Talks of ‘home’ games possibly to be held at Ramstein complex (not definite at this time); Mrs. Mott has been talking to DoDEA about it
iii. Marty Labs has talked to safety office about the plan for when the ES is torn down for possible sports fields.
iv. JD Dungca stated that it is DoDEA’s building then DoDEA should handle it

1. swapping a Friday for a Monday for training purposes due to Rose Monday and bus issues with no access to some bus routes/towns, no school on 3/3 and full school on 3/7

1. Earned AVID award
a. AVID visit helping prep students for college and careers and going to the flight simulator on 1/24/25
2. MTSS pilot
a. going great, and students are being nicer to each other and decreased behaviors
3. STEMposium
a. is approaching. It is a critical thinking based event and students have to come up with solution to a problem at hand.
b. 100 students coming into the school
c. They will eat in the cafeteria (Derik Galan)
d. AF north is not in AAFES
4. Healthy Relationships with IRO Series
a. paired up with IRO to schedule some meet and greets and go into seminar sessions about healthy and romantic relationships and how to set themselves up for success
b. There is an opt out form and there is a full curriculum that Mrs. Adams will share if anyone needs
5. MLK event went well, Award ceremony on 1/31/25, Spelling bee is 2/11/25, March 21st NJHS Ceremony
6. April 26th will be a multicultural day (PTSA running it)
a. If anyone wants to represent a culture, all are welcome; event is food-focused with each ‘table’ culture selling representative foods
b. Fee for visitor entrance and tables to sell the items (PTSA fund raiser); Profits from tables’ sales to be kept by the individual groups
c. Trying to bring the whole community together

i. Update
1. Homework club on Wednesdays and not enough students. Promote students going.
2. HS has been focused on connectedness activities (bond fire bash for 1st, PJ and pancakes for 2nd quarter, working on 3rd, 4th will be yearbook and field day). These nonacademic activities are great for students.
3. NHS Mrs. DeRose had faculty members to interview students. 18 students moving on Induction January 29th
4. Building master schedule for what students want and needs

iii. Growth has been happening at Spangdahlem ES, MS, and HS and visits at ES went well on 1/22/24
iv. COGNIA visit coming up

a. evening will be for stakeholders for everyone to attend

a. Col. Marshall will speak to Zulu team as the Command representation
4. COGNIA will have focus groups with (1) stakeholders, (2) students during the school day visit, and (3) Command; there will be multiple opportunities for stakeholders to communicate with COGNIA
VII. New Business
a. AAFES Lunch Program
i. Working on speed of service in line, taste of foods,
ii. Regional office is working with dietician, Mrs. Moore in Dallas, for rotation of foods so there is more variety
iii. Kids are proud to get A and B honor roll and happy to get the gift cards?
iv. At back to school, AAFES would like to attend to answer questions and put out correct information
1. Schools need graphics to push out in the spring
2. Mrs. Adams would like to talk about how to reach out about negative balances for students
a. He will send 1st, 2nd, 3rd reminders to parents
b. He will put in wages and that is it
c. On the 3rd and final email to the parents, admin will be on them as well as first sergeants
d. Bill collectors may come in May (for after 3rd visit, but the students can still get food even if there are bill collections). This will be part of the Sponsor out-processing process so that it has to be taken care of.
e. Updated menus for February were in the wrong folder, but he believes it has been fixed.
f. The weekly menus with pictures have been great and would like them a week in advance
b. CDC and EDIS partnership in supporting UPK students
i. ES PSCD program is growing and will increase next year
ii. ES has 4 Pre-K classes right now, more PreK classes than Benelux
iii. About 70 kids coming in Pre-K
iv. Kids are being identified and some are not being identified until they are in school.
v. Large number of 4 years old that are not prepared for school such as doesn’t understand no, etc.
vi. We take every child the way they are and are addressing the needs as they come.
vii. CDC is seeing increasing behaviors
1. CDC has invited EDIS to their facility to screen students but there seems to be some pushback
2. CDC offers screenings too (Ages and Stages)
3. Challenge is that everything is parent based, and they cannot reach out past that. They are blocked from calls, etc. when trying to get in touch.
4. CDC reps stated that communication needs to improve amongst EDIS, pediatricians, etc.
5. Kerner stated that we need to all sit with EDIS, EFMP, FAP, etc.
6. Lack of accountability from parents, CDC needs support from wing leadership
7. Autism screening is in Landstuhl and only quarterly
VIII. Commander Comments
a. JD Dungca is impressed with hearing how passionate all attendees are about the topics
b. There is always room for improvement.
c. Base leadership is here to make things happen
